New Mukwonago Culver's Heralded As Solution To Frozen Custard Scarcity Crisis

MUKWONAGO — Culver's confirmed plans this week for a second Mukwonago restaurant at 1090 N. Rochester St., a location the company says will address what village planners have described as "a concerning gap" in frozen custard availability, though the existing Mukwonago Culver's remains fully operational approximately 0.6 miles away.

The new restaurant, expected to open in early 2027 pending final site approval, will offer the standard Culver's menu, including ButterBurgers, cheese curds, and a rotating Flavor of the Day, alongside what the company calls "materially reduced travel time" for residents currently served by only one location within walking distance of most of the village.

Business analyst Derek Habash, 42, characterized the expansion as "a strategic response to market saturation" in a phone interview Tuesday, adding that both restaurants will be "easily accessible via vehicle or foot traffic, depending on which one a customer is already tired of."

The Gap, Quantified

Village planning documents describe the current arrangement as leaving certain Mukwonago residents "as far as 12 minutes by car" from a Culver's counter during peak dinner hours, a figure planners arrived at using Friday evening drive times along Rochester Street. The new location would reduce that worst-case figure to what the documents describe as "closer to 6, possibly less if the light cooperates."

Habash said he has personally logged both drive times using his own vehicle, a 2019 Ford Escape, and found the original location's wait for a table on a Friday night to run "18 to 22 minutes, sometimes with a Concrete Mixer already melting in your hand by the time you sit down." He called this "an unacceptable risk profile for a village of Mukwonago's size."

The Original Location Responds

Staff at the existing Mukwonago Culver's, who were not authorized to speak on the record, said they had been briefed on the new location and did not anticipate major changes to their own operations, noting that the restaurant already runs at capacity most Friday and Saturday evenings between 5 and 7 p.m.

A manager, speaking generally about the frozen custard business, said the two restaurants would likely draw from "somewhat overlapping" customer bases but declined to estimate what percentage, saying only that "people around here really do like their custard, and there's room for that."

The 1090 N. Rochester St. site currently sits vacant. A sign posted at the property lists no timeline for construction, though a Culver's spokesperson said permitting was "moving through the normal channels" and that the company remained "confident in Mukwonago's appetite," a phrase the spokesperson did not elaborate on further.

What Comes Next

Village trustees are expected to take up final site plan approval at a Common Council meeting in September. Habash said he plans to attend "in whatever capacity is useful," and reiterated that his interest in the matter is strictly professional.

Asked whether he had a preference between the two locations once both are open, Habash said he had not decided, and that he intended to visit both "on a rotating basis, for research."
