WAUKESHA — Ned England, a 70-year-old Waukesha resident and YouTube personality known to his 420 subscribers as Nedventuresout, has issued what neighbors are calling "a formal declaration of war" against the group of neighborhood children who have, for the better part of three summers, used the corner of his Lindbergh Avenue lawn as a cut-through on their way to Buchner Park.
